The author was, for seven years, Superintendent of a division of the U.S. Naval Research Laboratory. His duty was to invent, develop and test new devices for Naval use and to test and improve old devices.

In the course of this duty he had access to all classes of Navy ships and had the opportunity to observe all classes of Naval equipment in use. Prior to this position he had considerable experience in academic fields, many years experience as a technical consultant for larger corporations.

His duties in the Navy included contacts with many of the larger industrial organizations of the country, and with the administrative and engineering executives of these organizations. With this qualified background Bichowsky discovered dangerous weaknesses in the design and construction of Navy ships.
